Program Overview
Introduced in 2006, the scheme attracts highly skilled professionals and outstanding individuals. In November 2024, the Immigration Department replaced the scoring framework with 12 assessment criteria; applicants meeting at least six may apply.
Assessment Routes (Choose One)

General Points Test: Meet at least 6 of 12 criteria relating to age, language, education, work experience, annual income and business ownership.

Achievement-based Points Test: For recipients of exceptional awards, such as Olympic medals or Nobel Prizes, or individuals with recognized major contributions to their field, including lifetime achievement awards.
Eligibility

Financial capacity to support the applicant and dependants during their first year in Hong Kong: over RMB 150,000 for one person or RMB 200,000 for a family.
