Program Overview
Launched in 2022 as a two-year pilot, the scheme attracts high earners and graduates of leading universities with strong qualifications and experience. The Policy Address on 16 October 2024 extended the initial Category A visa from two to three years and added 13 universities to the eligible list for Categories B and C.
Options

Category A: Annual income of at least HKD 2.5 million, or its foreign currency equivalent, in the year before application; no quota.

Category B: A bachelor’s degree from a top-100 university and at least three years of work experience in the preceding five years; no quota.

Category C: A bachelor’s degree from a top-100 university in the preceding five years, with less than three years of work experience; annual quota of 10,000.
