Program Overview
Relaunched in 2024, the program raised the threshold from HKD 10 million to HKD 30 million. Investors may apply by investing at least HKD 30 million in eligible assets such as stocks, funds and bonds, excluding residential real estate.
Options

Permitted assets include stocks, funds, bonds, certificates of deposit, non-residential property and the government-designated investment portfolio.
Eligibility

1. Maintain assets of at least HKD 30 million for the two years before applying.

2. Invest at least HKD 30 million in permitted assets within six months before applying or six months after approval in principle.

3. No criminal or adverse immigration record; Chinese nationals must hold permanent residency in a third country.

Net asset evidence: Provide proof of holding HKD 30 million for two years, supported by a report from a Hong Kong accountant.
